The official budget is public record and hotly debated: Money comes in as taxes and goes out as jet fighters, DEA agents, wheat subsidies and Medicare, plus pensions and bennies for that great untamed socialist menace called a unionized public sector workforce that Republicans are always complaining about. According to popular legend, were broke and in so much debt that 40 years from now our granddaughters will still be hooking on weekends to pay the medical bills of this years retirees from the IRS, the SEC and the Department of Energy. Most Americans know about that budget. What they dont know is that there is another budget of roughly equal heft, traditionally maintained in complete secrecy. After the financial crash of 2008, it grew to monstrous dimensions, as the government attempted to unfreeze the credit markets by handing out trillions to banks and hedge funds. And thanks to a whole galaxy of obscure, acronym laden bailout programs, it eventually rivaled the official budget in size a huge roaring river of cash flowing out of the Federal Reserve to destinations neither chosen by the president nor reviewed by Congress, but instead handed out by fiat by unelected Fed officials using a seemingly nonsensical and apparently unknowable methodology.

2002 Identification and specific expression of matrixmetalloproteinase 26 in rhesus monkey endometrium during early pregnancy. Mol. Hum. Reprod. 8, 934 940. H. Robins wrote in 1967 that the publication of Chomsky's Syntactic Structures was "probably the most radical and important change in direction in descriptive linguistics and in linguistic theory that has taken place in recent years". Another historian of linguistics Frederick Newmeyer considers Syntactic Structures "revolutionary" for two reasons. Firstly, it showed that a formal yet non empiricist theory of language was possible. Chomsky demonstrated this possibility in a practical sense by formally treating a fragment of English grammar. Secondly, it put syntax at the center of the theory of language.

On average, the poll has shown that about 6 out of 10 young people are generally optimistic and about 40 per cent of them believe the economy will be on the up in 12 months, compared with just over 20 per cent of older people. Their optimism could be explained by the fact that just over a quarter of young people that have left employment, in recent years, are officially unemployed, meaning they are actively seeking work. This is as a result of both emigration and many who are choosing to continue their time in education. The increased number of young people choosing to delay their departure from education is most definitely the silver lining of the bust, as these young people invest in skills that will stand to them for life rather than succumbing to the lure quick money to be made on building sites as was the case in the so called boom yearsLast night I found myself asking an all too familiar question. Why, oh why, didnt I start this sooner? I knew well in advance that I had to make my first foray into the blogosphere before November 1st and yet there I was. Again. While my procrastination had left me with a bit more work and little less time than Id like, it did give me my question. Why do we procrastinate?Fortunately Im not the first to ask this question and so I turned to the economic literature looking for an answer. So, why do we procrastinate?According to behavioural economists, people have a tendency to over value the present, or conversely to over discount the future Lambert, 2006. Essentially, even though getting the work done now may save us stress and sleepless nights in the future, we underestimate just how much stress that saves us as we put a greater value on relaxing increasing our utility in the present. Now, you might think that this doesnt explain why we continue to procrastinate in spite of ample at least in my case experience of its consequences.
