If satisfactory progress is not made within a three month period, the Presidentof The University shall recommend to the Board of Governors at its next meetingthat the designation of the particular institution as a special responsibilityconstituent institution be terminated until such time as the exceptions areresolved to the satisfaction of the President of The University of NorthCarolina, after consultation with the State Auditor. However, once thedesignation as a special responsibility constituent institution has beenwithdrawn by the Board of Governors, reinstatement may not be effective untilthe beginning of the following fiscal year at the earliest. Any actions takenby the Board of Governors with respect to withdrawal or reinstatement of aninstitution's status as a special responsibility constituent institution shallbe reported immediately to the Joint Legislative Education Oversight Committee. The rules established under this section shall include reviewby the President, after consultation with the State Auditor, the Director ofthe Office of State Human Resources, and the Director of the Division of StatePurchasing and Contracts in ascertaining whether or not a constituentinstitution has the management staff and internal financial controls toadminister the additional authorities authorized under G.
